Hey, I have just built my new rig and screen tearing is pi $$ ing me off. With vsync on it feels like games are in slow motion but with it off I get screen tearing. So I was wondering is there a way to cap every game to 60 fps. Im thinking this will solve both my issiues

V-sync is the right answer for screen tearing.
g-sync would be better, but that requires an Nvidia card and support from the monitor.
AMD is developing adaptive-sync with the same capabilities but it isn't supported yet.
TVs don't usually have the same response time as monitors. This will likely lead to motion blur. Are you sure what you are seeing is tearing?
yes its tearing, it doesnt happen all the time just when alot is happening on screen with games like dead rising 3 or middle earth. for some reason tho bf4 in ultra with about 90-120fps its smooth as butter no tearing at all???
There other thing to try is triple-buffering. Disable v-sync and any frame limiting you have enabled.
Where games don't support it directly, you can force it on in the Catalyst Control Center.
Here is an article on it:

think i have it under control. i just reset amd ccc back to default setting and used in game v sync, solid 60fps no tearing

You could try a frame limiter (radeonpro and some others have it)But you might get tearing below 60 FPS too. Just not quite as pronounced
BTW why did you get a Z97 board with a locked processor?
just been looking at msi afterburn. there is a way to cap with that so i will give it a go. and i got the z97 purly for the bulit in wifi and the audio optical port, also it gives me a upgrade path down the road
Was going to suggest this. Afterburner includes RivaTuner Statics Server with its download and you can set it to 60 FPS (or whatever) in that separate utility. I use it to eliminate stuttering in Skyrim (especially in crypts) with my AMD GPU.
