Is the Sapphire AMD Radeon HD 6950 - 2GB GDDR5 Video Card good?
I have an outdated video card (this is a video card right? lol im such a noob in the computer industry) and I want to run games like Battlefield 3 and 4. Is this card good enough to support those games?

Look I have the specific card and I get 60 Fps on BF3 with no AA Ultra Settings
Average of 60 Fps on Medium-High on the latest most demanding games without AA is very achievable.

I had one years ago, and while it was powerful at the time, especially with the unlocked shaders, it's really pretty slow by todays standards. An R9 270, which can be had for about $80 on eBay, is a good bit more powerful. Still, it's fairly decent and slightly faster than the R7 260x, but slower than the R7 265. I wouldn't pay over $60 for it.

yes its a good card but its fairly old but still you can get around 40 fps in bf3 at ultra settings.

But as you are armature the card requires a minimum of 500 watt with 30 amps make sure you have a good PSU.

Yep its a fairly powerful video card, would run the mentioned titles with ease :)
