a intel i5 4590 will bottleneck a GTX 760 OC?

Its a locked processor that will easily bottleneck in games like planetside 2 and BF4. I have a 4670k @ 4.5ghz and if I go to stock speeds my framerates drop pretty substantially on a 770, and also on my new 780ti.
