Gigabyte's cards were available, but not anymore; will have to check on that.Good EVGA GPU's and XFX,EVGA PSU's are not available in India.
Thankfully, Seasonic sells some of their PSU's in India, but they're expensive. Even higher end Corsair and Antec are not available.
i cannot say about antec but corsair tx/hx are available in India.
I have seen some low end gigabyte cards in the past but not any new models .
Seasonic is available in India but the service center is not available.

USA and India have totally different prices for PC parts a 500$ build in USA will cost you near 800$ in India. A 329$ gtx 970 will cost around 475$ in India and some model for 575 $ which is similar to gtx 980 in USA and same goes for every other parts plus gigabyte GPU evga GPU / xfx PSu ,evga PSu are not available in India.
BTW the above build given by ghostwoulf i have calculated it on local websites its around RS.114965/- 1$ = 60.83 rupees which is $1889 .

I can edit this if you would like me to. This actually came in below your budget and there is room to play with it. As far as gaming goes, this should eat up anything you throw at it with ease, and then some.

I have an 8350 and while it was a fine processor 2.5 years ago, it is now massively outdated and pretty much a joke as AMD has now released 7 sku of the same exact chip in some shameless attempt to milk this luckluster architecture for all it is worth. PLEASE DO YOURSELF A FAVOR AND BUY AN INTEL PLATFORM! I am not some undercover INTEL fan boy. I have owned nothing but AMD platforms for the last ten years for desktop and laptop. I wish I could recommend AMD, but I just cant. I could recommend an APU for a midrange gaming laptop, budget desktop and definitly a HPC, but not for anything other than that. Even overclocked their products use twice as much energy and performs less than a similarly priced stock clocked intel cpu. The 990fx platform is also massively outdated and has no upgrade path. PLEASE DO YOURSELF A FAVOR AND BUY AN INTEL PLATFORM!
