I am going to game a lot for i5 4690k cpu.

I do not really have psu issues,
if I go with r9 280 CR, I will buy 750w or 850w psu.

Other with be enough for 550w.

Yes a single R9 280 is enough for high to ultra settings in most games at 1080p.

Agreed. If you don't' need to max out games then a 280 is plenty.

So, I want to have a gpu and it will be best if it is as cheap as possible.

However, I am going to game a lot in 1080p high settings.
But, I do not play many high usage gpu games.

which one should I choose?
Will single r9 280 be enough?

It depends on what you use the GPU for. As mentioned, for 1080p gaming the 290 is even overkill unless you have a 120/144Hz monitor. Why spend more $ on the GPU?
Maybe he wants a couple more months out of it?

If price matters then I'd suggest getting what you need and some, not way more than you need. Even at 2560x1440 the 290 can still max out BF4. So, at 1920x1080 it is plenty!!!!

Another game, another example of how at 1080 the 290 is already overkill:
