The game is outright awful. Worst game ever... People trying to justify their money start sprouting out nonsense like how its the gladiator movie game when they have nothing more in common but being of the same time-line. With the big flop of rome 2 total war not too long ago I'm starting to associate romans with scammers. You know the game is bad when it offers no button config what so ever but switch between a couple of preset/pre-decided keys. But enough about that and its 4 button smash button through out whole gameplay. You're honestly better off tinkering with your tv-remote as you watch the gladiator, since even in ryse executions happen whenever you click the right buttons or not. But now to my point:
These are my specs
Intel Core i7-5930K 6-Core (OC 4GHz)
MSI GeForce GTX 980 4096MB GDDR5
Corsair DOMINATOR Platinum 16GB DDR4-2800 Memory
MSI X99S GAMING 9 AC
And I can't even do an supersampled (1.5 x 1.5) without dropping below 40 fps on 1920 x 1080.

nvidia still doesn't have optimized driver for the game. but even if nvidia did come with driver updates don't expect much from it. the way i heard about it the game was quite demanding even for the likes of 980. about the bad reception it has that is to be expected. the game didn't fare well when it first come out with xbone so porting the game to PC doesn't magically make it a better game. the game was supposed to be xbone exclusive but due to poor sales they decide to release them on PC.

That's probably just the way the game is. Keep in mind, this is essentially a console port. Some games just don't run that well on PC. I wouldn't get upset over poor performance on Ryse. It's like getting upset over poor performance in Dead Rising 3. Your PC is fine, although don't expect to max most games out with it at 1920x1080 with an average 60FPS. I used to have a pair of GTX 680s and I was honestly not very impressed with the performance of just one of them (the 770 is essentially an OC'ed version of the 680). Nah am fine on just 1440x900.
