Hey , i really need an advice from you guys , i got a gtx 970 strix , and i got a i3 4360 , running in 720p with my 1366x768 . Would you guys recommend me to get a new i5 4690k , or to get a new better monitor like a 1080p monitor with better resolution and quality. I have a samsung 19", and since im on a really tight budget , i have to decide if im going to buy the monitor or a new processor..

As I said earlier, I think you'll just get more enjoyment from the larger, higher resolution display than a faster CPU...Go on, that GTX970 is just crying out to show you what Shadow of Mordor looks like at a higher rez! do it, and your eyes, a favour, get the monitor now and a faster CPU when you can afford it.
Bear in mind, increasing the resolution will have a very small impact on the CPU workload but it will tax the GPU significantly more, so expect some possible dropoff in framerates.
Short freezes aren't uncommon, even with very high end hardware, it's usually caused by the player moving from one part of the map to another or a new character or large object arriving, causing the system to access the HDD to load the new data.

Yeah , so i downloaded fraps and im getting 60-70 fps on shadow of mordor , with ultra settings and hd textures, but sometimes like once in a while the game kinda freezes for a second, but the fps remains at 60-70 always, that freezes must be because of my cpu right?
Yeah , ill be running all types all games , including the cpu hungry ones.. So now im kinda confused , should i get an i5 now , or should i wait a while and buy myself now a new monitor and get the cpu later on christmas like you said?
So i have been searching into monitors and i have found this one : Asus VX238H , for just 150 euros.. cheaper than the one i meantion before.. So what do you think about this one? is it good for its money? or then should i get now the i5 , and on christmas get the monitor? Thanks once again , you have been really suportive

I'll waffle on, assuming you're still watching, though.
Run a few games with FRAPS displaying the framerate, you'll see what I mean about massive FPS.
There WILL be a reduction in performance with the current i3, Hyperthreading or not it's still only a dual core part so it WILL restrict the GTX970. If you're mainly playing games like Rome Total War I'd reverse my earlier advice and go for the CPU upgrade, these games a notoriously hard on the CPU. The restriction won't be that bad in other games and the graphics card has more than enough muscle to run a 1080 display with all the bells and whistles on anyway.
I can't see the current motherboard being obsolete soon, so you'll still have the option to move up to an i5 or even i7 later on-late Christmas prezzie to yourself, perhaps?
Don't like TN panels, I find the viewing angles off putting but you can't beat their fast response times for fast paced games so if you're mainly using it for them it's the way to go.
If you like movies there is a number of fast IPS based panels that have better colours and wider viewing angles but they're a bit slower-you pays your money, you makes your choice.

Right now the system is either producing massive FPS, which you can't see, or running at a fraction of its potential if you have V-sync enabled so adding an even faster CPU isn't really going to help.
Aim for the best monitor you can afford, a good one is a pleasure to use, a bad one can actually cause eye damage.
You can always upgrade the CPU later after all.
