The efficiency doesn't really matter with PSUs. What matters is the quality of the PSU. Seasonic makes solid units. Going with a gold rated PSU might save you at most a few dollars at the end of the year.I would go with the 620W for the extra wattage.

Heres a i5 build with better cpu, faster ram(which makes the cpu faster in this case), 750w psu so you can add extras, more roomy case for water cooling/big air coolers.
