So the psu is not the culprit for overheating.and my next upgrade will be psu and cabinet.

Just avoid dust from entering case, and get a bigger one with more airflow as your next upgrade.

^Yes those temps are normal. I suspect bad airflow in your case.

I ran with one side open and gpu temp now at load is 78 celcius( this is the highest temp i observes) and cpu is 70 celcius max. I checked the temp while running watchdog. Now is that normal???

70 is of course fine. 90 is hot for any current card. Just because they CAN operate at that temp doesnt mean they should. Why do you think amd released that update shortly after the 290/x came out? Because the cards throttling at 95 and some were getting higher. Those temps while it maybe safe to operate at those temps doesnt mean its smart to do over a long period of time. Anyone who has been in the gpu game for along time knows that. The hotter a gpu runs the shorter its life span. History shows us that.

I'd have been worried if the GPU OP owns had a Sapphire Tri X cooler, 70-80C are completely acceptable for any modern card. 90C is highish but safe. And mind you R7 240 doesn't have brilliant cooling solutions.
