MY GPU is slow
So, I am running a ASUS Geforce GTX 760 DirectCU II and it is not running at the speeds it should. It is supposed to get an average of 23 FPS on the Furmark benchmark test and mine only gets an 18. I have tried maxing out the overclock settings on GPU tweak, and they do nothing. It still gets only 18. (Note this is also on the 1920x1080 and so is the 23 score. Another thing to point out is that the 760 used was using base clock speeds.)

On Unigine Heaven I still get a lower than normal score, and now the adjustments in GPU Tweak work, but they crash the NVIDIA driver every time.

Don't rely on furmark. Use something like Unigine Valley or Heaven and compare scores

Your CPU can be the problem. If you saw somewhere that the average was supposed to be 23 FPS then they might be using a better CPU than yours. There are lots of variables that can come in to play.
