So i was planning to spend small bucks on a good processor and a mobo. I selected pentium g3258 unlocked edition processor and a asus h81m-plus mobo to go with it (or any other similar low end starters mobo) So the big qustion is that will it be able to overclock it? The room temps here in Pakistan are averaging around 28-32 Celsius and i dont want it to overclock above 4GHz AT STOCK COOLING. Just the cooler that comes inside the box and NO OTHER SOURCE. Will the mobo do good?

You won't need any liquid cooler, A $20 CM TX3 (should be under 2-3k in Pak) will do the job for 4Ghz, even above that. The stock cooler is good only for stock speeds, maybe a couple 100MHz OCs, but af heatsinks are available for the sole job to cool down the chip, and you need one if you're to OC. CM Hyper EVO 212 for $30 (or around 3-4k) will enable you to go even further, about 4.3-4.4Ghz.
Also, i3 is better than Pentium at stock speeds (you can't OC i3 anyways). Look up some benchmarks, the Hyperthreads of i3 are really useful in gaming.
