Try TStahler's suggestion then check the bios for Primary Graphics Adapter as PCI-E VGA Card First.

Majority of motherboards do have the Primary Graphics Adapter set to auto so if a discrete graphics card is installed, it will default to that, but the video cable must be connected to the graphics card and not the motherboard.

I mean, Granted; You could have a bad PCI Express slot. But, Let us eliminate possibilities in order from most likely to least likely. I hope that helps.

Standard VGA graphics adapter is referring ot the onboard video. I would try taking out the card and reseating it into the PCI Express slot. I would then try reinstalling the drivers. If it still doesn't fix the problem, return the card where you bought it from for a replacement. Try the new card and lets go from there.

Let me know how that goes. Feel free to private message me.

Have a great day!
