Look at the list and pick from tiers 1/2a/2b, any of those should be leaps and bounds better than IBall and common Asian brands.

The XFX Core 550W is a common recommendation around the $50 USD price point, as is just about anything made by Seasonic but I bet most of the North America favorites are not available in India or far more expensive than the change rate indicates.

but i heard some where that r9 280 needs atleast 600watts .......is it true and r9 280 is good choice for gaming?

The R9-280 is fine for most gaming and its real power requirement is around 250W. Add about 100W for the rest of your system and you end up with abotu 350W peak total. Only VERY HIGH QUALITY 380-450W PSUs would be able to handle this reliably. On the other hand, the "IBall" brand unit is most likely junk-quality so it is unlikely to survive for long - it might even blow up your components in the process - that is usually why PSUs end up in tier-5 or worse.

Aim for tiers 1 or 2 if you can, tier 3 in a pinch...

In the comments, "IBall" gets ranked worse than tier-5 so you most likely want to get rid of it ASAP - seems like the 3-4 most common Indian brands all get worse-than-junk ratings.

I think your good. If you want you could get something gold certified oor something of the sorts but to my knowledge you should be good as long as you dont plan on oc or sli
