well as I said eatrher brand but whos got the hot card going at the time you buy???
NVidia released there gtx 900 cards and there looking good for the price point over amd offerings , but then amd could release a new card that's better next week ??
look at some reviews with benches on the cards your interested in right now the gtx 970 is looking good for its price and may be the one to try

The Following should help you understand my needs more. I have to choose between two of them and i am confused with it........ ! Actually I am planing to build a new rig and pair it with these two and my specs will be as follows :
Processor : i5 4670/4570
Mobo : asus B85M
Ram : Corsair DDR 3 8gb (2X4)
Storage : Western Digital Blue 1TB
PSU : Seasonic M12II/S12II 620Watts
Cabinet : Cooler Master K380/N300
I am a newbee and haven't overclocked before so i seriously do not want to overclock and risk my entire rig !

Well the answer is R9 280X. See if you can find one in that budget. If you can't you can import it form US if you can wait. Amazon ships all around the world just make sure you choose the product which is eligible for free shipping by amazon. This-->ASUS R9 280X should cost somewhere between 19500-20500 after import tax and all that.

The GTX 760 in my opinion.
Slightly faster in most benchmarks
