First of all, where is your display connected to? the new gpu or directly to the motherboard? Second, make sure you into your motherboard's bios to select the primary VGA adapter as the PCI-E device.
Third. How do you know its using the on board and not the gpu? Question 1 will help answer. But If you are connect to the GPU and your system is not using it as the graphic processor then you will not get anything on your screen. However instead you have "crappy quality" which doesn't indicate that your GPU is not in use. For even your on board graphics will get you to boot windows and they should look 99% identical either way.
Could it be that your screen resolution is off?
I go on minecraft and it shows what GPU you are using. The quality is just blury and a little pixelated. The HDMI is plugged into my GPU it was plugged into the motherboard and the quality was amazing but then I wanted to use my graphic card so I installed the drivers and switched the HDMI to my GPU.

Go into AMD CCC. Look for the Scaling options tab and drag the slider to 0%.That fixed size but not quality. This monitor is 60Hz and 1080p but the quality is still bad.
What do you mean quality? Is the text not clear? Are you sure it is at 0%?
What cable are you using? What monitor are you using?
