How do I setup this GPU for my computer?

downloaded driver and installed but dont know how to select this as GPU it is using my i5 4690K integrated graphics right now.

I also downloaded utility but it keeps saying: Please confirm whether to support this VGA card!

I go on minecraft and it shows what GPU you are using. The quality is just blury and a little pixelated. The HDMI is plugged into my GPU it was plugged into the motherboard and the quality was amazing but then I wanted to use my graphic card so I installed the drivers and switched the HDMI to my GPU.

First of all, where is your display connected to? the new gpu or directly to the motherboard?
Second, make sure you into your motherboard's bios to select the primary VGA adapter as the PCI-E device.
Third. How do you know its using the on board and not the gpu? Question 1 will help answer. What do you mean quality? Is the text not clear? Are you sure it is at 0%?
What cable are you using? What monitor are you using?

What you are describing is overscanning the display.

I got it working but now the display is not fitting screen and the quality dropped a lot.
