Samsung LED monitor flashing on and off repeatedly
Hi, i have an 23" Samsung LED i bought about 3 months ago, the model number is S23C350.

Now the screen keeps flashing repeatedly on and off while on HDMI, it hardly stays on for 3 seconds before blinking once again. This issue normally fixed itself if i turned off the computer for couple hours. I've replaced the HDMI cable with a more expensive Sony HDMI cable but that did not fix the issue either.

Last night when i was using the computer, if i switched off the fluorescent bulbs in my bedroom, the monitor began blinking, and when i switched the bulbs back on, the monitor display became normal with only one blink after every couple minutes.

I use an external UPS (Intex 1050VA) to provide backup to my computer in case of power outage (I live in Pakistan and power outage are frequent). Today morning when my private eletricicity generator was working (because the power went out), i switched on the computer again and the monitor blinking continued once more, this time the room bulbs had no effect on it!

I took the power cable of the UPS out of the power board and the UPS began supply backup power to the computer, and to my amazement, the monitor blinking stopped and it ran perfectly fine. However, if i re-plug the power cord even half through in to the board, the monitor starts blinking on and off once more.

I don't think my monitor nor my UPS is at fault because it doesn't actually lose power, just the display signal and i suspect it is because of some sort of wiring or bad earthing in my house.

Does anyone have any idea what may be a solution to this really irritating problem? I have been considering purchasing an electric stablizier and connect my UPS through it, i don't know for sure if this will fix the issue so your feedback on this will also be appreciated.

Intel i3 3220 3.2ghz
8GB DDR3 Corsair RAM
1TB HDD Seagate
Inno3D GeForce GTX 550 ti
GX Bronze 550W PSU

EDIT: The house power came back, and the bulb issue is back. I turn the bulbs off, monitor flashes repeatedly, if i turn the bulbs back on, the monitor flashes once every minute.

I've managed to fix the issue myself after installing an voltage stabilizer.
Great website with famous experts who didn't even bother suggesting anything, i'll try some other website for queries in the future.
