i7 2600k is not a bottleneck yet.
GTX980 is ok but like said you will be paying almost double of GTX970 but only 15% faster.
I bought GTX970 myself because of that reason and plan to go SLI next year or so.
The price difference to GTX980 does not worth it in my opinion.
So, it is your choice.

P8Z77-m should OC fine, although I do not see OC as a definite must yet for now.
Next year perhaps, you will want to OC your proc for the new games at that time.
About the OC details, you can search in internet.
Yes, Do the research before doing :)

You can try to get the OCed version like MSI GTX970 4G, Galax GTX 970 EX OC, etc.

For the price, yes it is better to get a GTX 970. If you still on 1080p the GTX 970 is capable of running ultra games for 2-3 years. You can lower some settings to extend the use of the GTX 970.
Overclocking the i7 2600k is a good idea if you have a Z77 motherboard. If you're unsure about overclocking the cpu, research before attempting.

Your pc is fine to run with a GTX 980. But as mentioned above, the GTX 970 is a better deal. The GTX 970 is already a good card for ultra 1080p /1440p.
Your PSU is fine to use.
Your cpu wouldn't bottleneck the GPU. It is still a strong cpu to use.

1. It is not a problem with the proc, go for the GPU.
2. GTX970 is the better choice, it is only 15% weaker but almost half the price of GTX980.
It is better to get 2xGTX970 than a single GTX980 for the price.
3. Check the PSU first if it can hold a GTX970 or even 2xGTX970 before buying.

BTW, what is your current GPU?
