AMD FX 8350 Temps
Does these temperatures seem high for running a AIO water loop running prime95 for 30 mins or is something off corsair h110 sabertooth990fx rest of info should be in the picture

+1 re seat your cpu block.

Also, what is your cpu NB voltage?
Set CPU NB @ 2200 & CPU NB voltage 1.25V.

Seems highish, that is a wonderful cooler, I'd reapply thermal paste and check all the cooler connections.

Yes that does seem a little high mine is air cooled with the Hype 212 Evo and hits 63:C maximum water cooling should drasticly reduce heat displacement much better then my hyper the only thing i can suggest is check the water cooling is installed properly sorry i have no experience with water cooling units so i can't help you much but in my eyes that is defiantly a little high then again the overclock is quite large so it could be ok

69C load is fine for 4.5GHz OC, I'm unaware of the ambient temps, if they're 25C or higher, you're all good.
