I got 850 watts corsair Gold PSU, when I put my NEW AMD card in it, in the bios i can see the cpu is getting like 2.8volts only, I had to took several hard drives and dvd out to make get in optimal range, I guess after 4 years, my power supply is not as good as it was used to be anymore, time for new one basically. I was also facing lots of system crashes even b4 I put on the new card for last 6 months and couldn't figure out till today. I was one of the ones who didn't pay attention to PSU and paid for it. Let me know if you need any more info.
Also I had this strange problem, first time my computer turns on, it reboots(turns itself off all the way) itself off after like 5 seconds (b4 the video logo even shows up on screen), then it starts again automatically and finally goes all the way to windows on the 2nd start, I am also facing issues where when I turn the computer on, I get boot error and beeps, so I have to switch it off completely for 30 seconds and then restart and everything goes smoothly. And it happens a LOT! I hope new PSU solves the issues, I have basically replaced everything, my motherboard, cpu, ram, only thing I never changed was PSU
