Idel temps 36C when I launch prime95 after 1min 90C is it normal?

My 2500K OC'd to 4.4GHz takes a few min to get close to 70C.

He's not using a watercooling setup. He's using a Corsair H60, which performs LESS than a Hyper 212 EVO. The H60 is a pointless and should only be used for aesthetics. You want performance? Go big air (NH-D14, Silver Arrow), Big CLC (H100i, Kraken X60), or custom loop

No, I'd say the issue is directly on the CPU. Either A) bad thermal connection between the CPU and the waterblock, B) waterblock is full of air/not passing water, or C) something internal to the CPU (though very, very unlikely unless it was previously de-lidded) and if it is C - go buy some lotto tickets
I say this because of how fast the temps are climbing. If heat was being taken away from the CPU and going into the water reservoir/radiator it would slowly climb as it takes time to warm up a pound of water and the radiator (even without fans on it) would be just as hot.

Added info: I am using a coolermaster hyper 212+
And yes, I know a heavy OC can easily reach 90C - but A) this is very bad for the lifespan of the CPU and B) should take a lot longer than 60s, especially with a water cooling setup.
Could also be that there is no water flowing/the heatsink on the CPU is full of air.
