Evilonigiri, the mobo won't be damaged by lowering the frequency. As was said, you aren't over-volting the CPU, RAM or mobo, just lowering the speed.

by running at lower speed with stock voltage isnt what you call OVERVOLTING as the voltage is set by the manufactures as you stress what the manufacture says as they think its safe to run it at such voltage so its with in spec.
 
overvolting is actually when you change the voltage UP manually.even if you are increase the speed,it still wouldnt class as overvolting.until you put +0.1V,+0.2V and so on.

But will the Light Bulb last at a Lower Frequency. Like 50hz

well the light bulb situation is different.the filament is light up by current flowing through it.but if the room/operating temperature) is lower it will certainly last longer.this could be done on either running at lower speed(dimmer) or lower the voltage.

but due to manufacturing defect and inconsistant of quality control no matter light bulb,CPU,mobo or ram they dont have the exact same life expectancy.so i could say there is no 100% accurate way of testing it.
