Clock frequency adjustments can only be released by a special registry entry. What's new is that you can now distinguish between 2D and 3D performance. The standard chip speed of the FX 2000 is 400 MHz. "800 MHz" for the memory is a creation of the marketing machine. The bandwidth of 12.8 GBytes/s is derived from the physical memory speed of 400 MHz.
