I am using a desktop with Win 7 plugged into a cable modem (no router).

With increasing frequency, I am randomly getting this message in Firefox

The connection was reset
The connection to the server was reset while the page was loading.
The site could be temporarily unavailable or too busy. Try again in a few
moments.
If you are unable to load any pages, check your computer's network
connection.
If your computer or network is protected by a firewall or proxy, make sure
that Firefox is permitted to access the Web.

This happens instantly when I click a link or try to load a page. Refreshing the page over and over eventually fixes it.

I would like to explicitly point out that it also happens in other browsers at the same time, too.

Also, with just as much frequency, I will have webpages load, but the layout of the page will be COMPLETELY messed up... things out of place, missing graphics or misplaced text or icons, or it looks like the web page is from the year 1994.

Again, repeatedly refreshing will fix it, and eventually my browsing experience will go back to normal for a while, before it randomly starts again.

I have run a full Avast and Malwarebytes scan. I have switched to Open DNS and flushed my DNS. My internet connection tests ok...good speed tests, good trace routes, good Pingtest.net results.

One caveat to all this is that recently my ISP (Charter) made some "adjustments" on the line due to my complains of a lagging connection. After the adjustments were made, my page loads are super-fast and clean, but it honestly seems like this new problem started at the same time approximately. The sad thing is, it's hard to blame them for this since all the above mentioned tests of my line are normal.

I am simply at a loss and very frustrated at this point, and any insight would be massively appreciated!

Try using another browser to check and see if it works. I'm thinking this is a Firefox problem because after the last update I've been seeing the exact same issue, usually it doesn't resolve itself unless I shutdown and restart Firefox.

I will have the same issue with other browsers (chrome, IE, etc) simultaneously, it is not limited to Firefox. Are you saying that by virtue of Firefox running at all that it is likely causing the problem in all browsers?

Sorry missed that spot in the post. Seems like an ISP issue. Are you having connection problems with other things like Steam or downloads? Since it happened when they did their "tweaks" I'm amusing they messed with provisioning or something else that's cause line speeds to drop excessively for a few minutes. Sounds like you may have to argue with them :/

Eh. Yea, in the back of my head I am starting to assume that's the case...I've had more problems with Charter than I'd care to recount.

The thing is, though, my trace routes, speed tests, and Pingtest.net are all brilliant. And, when the issue isn't occurring, my page loads are faster than they've ever been. It's almost like they've improved my connection in one way, but at the same time, caused it to degrade in another way.

I haven't necessarily noticed any streaming issues, though.

You won't necessary see any issues with stream, they usually buffer enough that they can go a few minutes with no connection without a noticeable interruption. My guess is that if you start downloading something the speed will really drop at the same time you're pages stop loading.

Just to review...The person I talked to at the executive office (I had to escalate my issue to the highest level since nothing was getting done) said that line crews would be adjusting my lines. My connection was off-and-on for a couple of days, and then once it was restored, things became lightning fast (when it's working properly), BUT, with all the aforementioned issues with page loads. You may be right about the downloading and streaming dropping off, I'll have to test that.

I may have missed something you said, but what again is it you think they did to my lines to cause an issue like this?

With the increased speed I have, It almost reminds me of someone trying to run too fast that they keep stumbling.
