What is CAS Latency? Is Higher Better or Worse?

Given the same frequency (1333, 1600, other) lower CAS is better. Latency means delay, it determines how long the CPU has to wait to get a response when it makes a request to RAM. It's measured in clock cycles so higher frequency RAM at the same CAS has a lower actual latency also.
