Directx end-user runtime shows "A cabinet..."

When i tried to open a game, a pop up shows and says that i need XINPUT1_3.dll

the forums i've read advices to install Directx End-User runtime Web Installer

But when I run the program another pop up shows and it says something like a cabinet file necessary for installation blahblah.

so forums says i should open the command prompt and type in a list of commands regsvr32 /u softpub.dll and all the others. reboot my computer and then register these commands again.

but a couple of these commands paths cannot be found. Such as initpki, gpkcsp, sccbase and slbcsp.

am i on the right track or am i lost and i'm not solving the problem i should be solving?

Should i just install directx 9?

My computer is a Laptop with windows 8 (x64), i-5, nvidia GT 740m and intel HD, 4gb RAM, 750gb HDD

Try downloading directx 9c from here: http://www.microsoft.com/en-us/download/details.aspx?id=8109, and install it. On cd/dvd with game, there is (or should be) option to install directx. Try to do that. Most games requires some other libraries and they put it on cd/dvd with game.
