Windows xp works fine in a UEFI BIOS. HOWEVER, I recommend that you enable Legacy emulation, That should eradicate any problems that the BIOS may be causing. But have you tried a PS/2 Mouse?

Don't have a PS/2 mouse. As a matter of fact, I'm mourning the loss of my ability to continue using my serial mouse, which, believe it or not, I've been using for close to 10 years. (The SAME mouse!) I've really gotten used to it.
I know what you mean, I got this ONN $7 usb mouse from walmart, It is the most comfortable, responsive mouse I've ever had. And it's been going strong for 3 1/2 years!
Turns out Legacy Emulation was already enabled. Just as an experiment, I reinstalled my old m/b (which I had to do anyway, since my mouse problem with the new one isn't solved) and booted up Windows with the USB mouse. It worked fine. It's just with the new one that it refuses to respond in Windows.

If all else fails, maybe you could get a PS/2 mouse and try it like that. Windows XP sometimes has driver issues with newer mptherboards' USB bus controller. And if you can get a mouse, ANY mouse, working, you can look for and install driver updates.
I'll have to see if I can borrow one. Don't want to waste money if that's not the solution.

Does the mouse show up in Device manager?
When you initially plug it in does it work for a couple of seconds then stop?
It's plugged in before I turn on the computer. If I first go into the BIOS, it works fine. But when I boot into WinXP, it doesn't respond at all. Hence, I can't tell you whether it's listed in Device Manager.
it should be showing as Hid compliant mouse in device manager. If it's showing as Hid compliant device you have an issue. I have come across this issue twice in the last monthe and the problem is a corrupt msmouse.pnf file. This file is located at c:Windows/inf
That's a hidden folder so you need to change folder options to unhide protected files.
You need to copy that file from a working xp profile and replace it on the non working one and unplug the mouse and plug back in.
This has resolved the issue for me both times.
