The R9 270X is better, ofc. The R9 270X narrowly loses out to the GTX 760 (albeit for a slightly lower cost), which is the card it competes with at the normal price point.
The 750 TI is a tier lower in cost and performance. It doesn't really compete for gaming with the R9 270X unless you just need a highly power efficient or inexpensive card.
