Desktop resolution messed up after power outage?

So, last night, my computer was turned off during a power outage. I wasn't here at the time so I never reboot it immediately, but this morning I rebooted my computer and my taskbar, icons, mouse, and windows are huge. I've tried to change my resolution but nothing works. It's still on 1080p, which is correct. I don't know if this has something to do with my computer or the screen itself. I tried to actually system restore, as computer illiterate as I am, without any results. This is driving me crazy and everything's extremely large. My monitor settings won't work either. By the way. ATI Radeon HD 4800 Series. And I also did try to fix it with Catalyst Control Center.

Solution
I think it's fixed. What I did was go to start, display, and for some reason the magnifier tool set my desktop to 'large'. I just set it to medium and it's basically fixed. All though some of the text looks a bit iffy, it's fine.

Could you try manually entering the monitor's settings menu (with the buttons, if it has them), and doing a factory reset on the monitor? See if that helps.

Edit: First power cycle everything, unplugging cables and all, then try above suggestion

I've unplugged the cables and replugged them back in and nothing happened. Now how would I go about factory resetting it? I normally use Catalyst Control Center as the monitor's settings menu.. not sure if that's what you're talking about.

Was the power outage caused by a thunderstorm? If so, you're the second person this has happened to in 48 hours! Motherboards, power supplies and GPU's do not like power surges! Kyle's suggestions above are the best troubleshooting solutions to try first. You can also try removing and reinstalling the drivers for your gpu, try integrated graphics if your motherboard/processor support this and try a different port at the back of your gpu. Good luck and let us know how you get on!

To factory reset the monitor, you'd be using the buttons that are physically attached to the monitor. For example, on my monitor, there's a button with 3 lines. I hit that, use the brightness buttons to scroll around, go to factory reset, and hit another button. Does your monitor have these physical buttons, or similar? If you could give us your monitor model it'd help us troubleshoot with you.
