Is My graphics card Dead? Please help.

I have been having a problem shortly after a windows update and I am hoping that it is a software issue that can be resolved. This just started happening today. I have windows 8.1 btw

So Here is the problem: CCC will not respond and crashes every time it starts. It will completely lock up my system for a while. I uninstalled every amd component and reinstalled the newest CCC drivers. However, now it becomes unresponsive and instead of completely crashing it says a fatal error has occured. I can still see the display and it is connected directly to the graphics card. I typed this on my computer and everything looks fine.

Jesus man, this is crazy, you think we would really take a weekend off to study this copy-paste madness for you? Don't paste this stuff okay, we are not AMD engineers and if we were to go googling around what every line of error code means, you might as well do it yourself!

Anyways, AMD drivers have always been problematic. CCC crashing is really nothing new. I am going to assume that by "upgrade" you mean that you didn't actually format the drive, you only installed windows 8.1 over windows 7... mistake!

What you need to do now is completely purge all drivers from your system and use a driver cleaner to remove all traces from the driver. After that reinstall the driver and if you still got problems, then do a low level format.

First of all, I thought it would be covered up by a "read more" option or something along those lines. I don't expect anyone to read anything. I have seen people copy and paste far longer error reports on forums and people didn't seem to mind. I didn't upgrade but I did do a simple update and for some reason after that everything went downhill. I have given in and now I am going to format the HDDs and reinstall windows.
