Windows Update is not the problem. Malware is not the problem. Windows Update Service is not part of the netsvcs
Service Group. (Malwarebytes does not find any problems either.)
I have the same problem. I read
here that clearing the Event log may help. This is more logical to me because the netsvcs
Service Group contains the SENS (System Event Notification Service). My Windows installation is quite old (2008) and I keep detailed firewall logs. So, in short, my Event logs are very large. (I cleared them and I will post back if this fixed my problem.)
Other considerations:
Due to the nature of the Services, it is either a Windows shell problem or a networking problem. Unfortunately the services are essential so they cannot be disabled and tested one-by-one.
