I changed the msconfig to selective startup and cant open msconfig to go back to normal startup

I have a Toshiba Satellite Pro c850 with Window 7 Home Premium which has become very slow and freezes, but it works perfectly in Safe Mode so I looked up how to identify the problem and found this: https://support.microsoft.com/en-us/kb/929135 I did what it says under Windows 7 and now when it boots up I get a 'location not available' message that msconfig isnt available, also if I search for msconfig nothing happens. How do I revert back to normal mode now? I only clicked the boxes as shown in the tutorial.
I can access the boot menu and system setup if that helps at all? F2/F12. On system recovery Options I opened system 32 but I have no idea what I am doing so I haven't clicked anything.
I dont have a restore point set or a restore image, nor can I find the full factory restore option in F8/F12.
I did save folders etc onto a remote harddrive and I did make a system backup dvd disc just before doing the above but I don't have the original Windows installation cd. I'd prefer to just start all over from Factory Reset at this point (without erasing windows) if anyone has any ideas?
Someone please guide me to what I can do next.

I should have suggested that while running as the System Administrator, you should use it to adjust your own account to Administrative level inControl Panel>User Accounts.

Sounds to me like you could be only a Standard account at the moment.
Try tapping Function 8 when you power up then select Safe Mode with Command Prompt. If you can't get into msconfig through that route, at the Command Prompt type
net user Administrator /active:yes
and press Enter.

Restart again, F8 into Safe Mode then click on the icon for Administrator. That should get you enough permissions to reverse the setting. When you've finished with the Administrator account, use the same Command syntax to turn him off but use :no instead of :yes.

Hi,
I managed to get into Msconfig via this thank you! I have set everything in msconfig to normal startup plus checked that everything is checked as enabled in startup but when the latop does start up and get past the Starting Windows logo it is veeeery slow, I log on with my user password, the screen brightness goes down and I still get the 'preparing your desktop' message and when the desktop appears it isn't back to normal. I ran msconfig again to see if
anything was unchecked still but it is on normal startup however most programs in services are 'stopped' instead of 'running'. Ive tried disabling them all and back on again and restarted the laptop but that didn't work. Also every other time I now switch on the laptop, I now get the blue screen with 'a problem has been detected.. and needs to shut down' when I get past the Windows starting screen..
I've tried running startup repair, it says it can't repair the problem.
I looked into ordering a new reinstallation cd and its £42, so if there's any way around that then any help is greatly appreciated
