Obscure integrated graphics problem, first time builder

I need help for my new build.

From a fresh install of windows 10 I'm trying to install the driver for my CPU integrated graphics Intel HD 530. Each time I do that I get a BSOD with this message:

VIDEO_TDR_FAILURE igdkmd64.sys

I've tried drivers from everywhere. From the motherboard manufacturer CD, website and Intel and some auto-detect driver software. I've tried to rollback to older versions of Intel drivers from the Intel website I always get the same behavior:

The screen starts blinking several time(black screen lit to completely off, back and forth) on every restart after attempting to update the drivers. This also happens when I disable/enable the integrated graphics. After a minute or so of the screen going on and off the BSOD screen shows and the computer shuts down. Even the integrated graphics driver downloaded by windows update have the same impact. I've managed to get the drivers updated after much trial and error but I still have the issue of never being able to restart and when I try to use the auto-detect software is recommends I install the version of the driver I already have.

The weirdest thing about the problem for me is that I can turn the computer on and off fine as if there's nothing wrong but no matter what, on restart the computer screen gets to the spinning Windows 10 dots turns off, turns back on and off until the BSOD screen.

I'm thinking it's a faulty CPU or motherboard or the combination between the two. In any case I'm extremely stuck.

I really need some help here, I'm desperate!

CPU: Intel Core i7-6700K 4.0GHz Quad-Core Processor
Motherboard: Asus Z170-A ATX LGA1151 Motherboard
 
VIDEO_TDR_FAILURE gets thrown when the display driver crashes, restarts, then fails to re-initialize. Typically, when this message pops up, it's either due to a bad graphics driver, or bad hardware.

My advice for now: Get into safe mode and completely remove the driver, then reinstall it, also from within safe mode. If the problem persists, then it's quite possible you have a legitimate HW failure of the iGPU, in which case you should be entitled to a replacement via RMA.

I did this. I got the drivers uninstalled and successfully installed in safe mode with no problem but the moment I exited safe mode the restart black screen and failure came back. Any ideas on what I should do?
