Mouse and keyboard don't work at login screen

I upgraded my pc (new cpu, motherboard and case) and it finally works. I attached my keyboard and mouse and they work fine in the bios. But as soon as I get to the windows login screen, they are turned off. Usb and legacy usb are enabled in the bios. I tried different usb ports (usb 2.0 and 3.0). I can't get into safe mode because I also need to login there and I'm unable to do that. What can I do?

Yes, drivers should get installed then. I am a bit perplexed here. Your 2 rigs are similar enough that the differences in drivers should have been manageable.

Try this. Reset your BIOS to its default state and then try booting the system again.

Both of them are on the usb 2.0 ports. And yes it does get to the login screen but whenever I get to the login screen, I can't use my mouse or keyboard anymore so I'm stuck there

Before:
Cpu: i5-4460
Gpu: msi gtx 970
Psu: corsair cx600m
Motherboard: gigabyte z97p-d3
Ram: 16 gb ddr3

After:

Cpu: i7-6700k
Gpu: msi gtx 970
Psu: corsair cx600m
Motherboard: asus z170 pro gaming
Ram: 16 gb ddr4

I don't have an internet connection yet so I can't remote desktop. I guess that drivers are the problem. I have a support dvd for the mobo but no dvd reader in my new case. I could put it in another pc and copy the files over to a usb stick, I suppose just copying over the files should work? Although I don't know booting with that would work seeing as I can't login and install drivers from the desktop.

This is almost certainly a driver issue, but the native drivers should have enabled the USB 2.0 ports at a minimum.

Try going into your BIOS and disabling the Secureboot/UEFI security/CSM settings to get the hardware changes recognized. Start on page 2-42 of the manual: https://www.asus.com/Motherboards/Z170-PRO-GAMING/HelpDesk_Manual/

I already disabled secureboot. I can't find uefi security settings. And would it be wise to disable csm, it gives warnings when I try to disable it and I don't know if everything is still compatible if I disable it.
