I upgraded my pc (new cpu, motherboard and case) and it finally works. I attached my keyboard and mouse and they work fine in the bios. But as soon as I get to the windows login screen, they are turned off. Usb and legacy usb are enabled in the bios. I tried different usb ports (usb 2.0 and 3.0). I can't get into safe mode because I also need to login there and I'm unable to do that. What can I do?

I don't have an internet connection yet so I can't remote desktop. I guess that drivers are the problem. I have a support dvd for the mobo but no dvd reader in my new case. I could put it in another pc and copy the files over to a usb stick, I suppose just copying over the files should work? Although I don't know booting with that would work seeing as I can't login and install drivers from the desktop.

This is almost certainly a driver issue, but the native drivers should have enabled the USB 2.0 ports at a minimum.
Try going into your BIOS and disabling the Secureboot/UEFI security/CSM settings to get the hardware changes recognized. Start on page 2-42 of the manual: https://www.asus.com/Motherboards/Z170-PRO-GAMING/HelpDesk_Manual/

Yes, drivers should get installed then. I am a bit perplexed here. Your 2 rigs are similar enough that the differences in drivers should have been manageable.
Try this. Reset your BIOS to its default state and then try booting the system again.
