Fullscreen Window Mode vs Fullscreen performance question

Hello,
I know that Fullscreen yields more FPS than Fullscreen Window Mode, minus the ease of alt tabbing for multitasking.

In some games like CSGO, with my GTX 1060 I get over 150 FPS easily however in Fullscreen Window Mode (I still get very high FPS) the game doesn't feel as smooth/responsive as it would be in Fullscreen. I don't get any FPS drops. It's just the smoothness feeling that gamers can't describe well in words :D

Any idea why?

EDIT: I may have confused Fullscreen with Borderless.

It's because while playing the game on Fullscreen all your computer resources are focused in rendering the game only, that's why you get better fps along the way, your GPU and CPU are both rendering the game and the game only so most of the apps will have it's current resources decreased so they can be spared for the game. While in Borderless or Windowed Fullscreen your computer will be rendering both the GAME and your DESKTOP along with all other Applications and stuff that's why you get a performance hit most of the time. If you have a great computer and the game is not very demanding in terms of CPU / GPU and so on... then you won't notice much of a difference in FPS just like now in CS GO, but try that with any other more demanding...

Okay that makes some sense. Is there a way to stop Windows from forcing triple buffering?
