No Post, no beeps, and DR Debug going Crazy

My system as follows:

Asrock Z77 Extreme 4
Core i5-3570K Ivy Bridge 3.4ghz
Corsair Vengeance 8gb 1833mhz
EVGA GForce GTX660
A very old Velocity Micro 550w power supply..maybe 10 years+ ?

My problem:

I built this computer myself a few years ago and all was well. I turned it off and unplugged it for about 1.5 years, and now when i try to turn it on it will not post/no signal to the monitor. I get no beeps, but fans are running and things are lit up. Dr. Debug is flashing like a crazy person between two numbers 8 & 10.

What i've done:

First i tried a new hdmi cord, and then i removed the graphics card and went straight to the onboard hdmi. Then i tried vga, still nothing. I reset the cmos with jumpers and the button, removed the battery and even replaced it. I took the ram out and still go no beeps on startup. I re-plugged in all of my power cables.


I'm at a loss. I'd really hate to start ordering parts and them not work, and have to pay return shipping. I've seen a lot of threads with similar problems, but none with the exact situation. Anyone have any suggestions on what part i need to be replacing here? From what i've read it seems mobo or psu. Thanks!

So i had someone look at it and he was able to get it turned on with a new power supply, but he said he only tried with the board out of the chassis. That's when i marked this problem as solved. i get home with it, and a new evga supernova 750, and its doing the same damn thing. What does this mean?
 

Did the person who got it to boot use your stick of RAM?
What drives do you have connected? Try booting with all HDD's disconnected.

He used my ram, and the HD was plugged in. However last night when i tried, i unplugged my hd and still got the same result.

Well, it came up outside the case. It's not coming up "inside the case".
Can you take it out of the case and try to boot outside the case at home?

Wondering if its something super-silly like a power cable or plug ... have you tried another outlet/circuit?

I tried it outside of the case after i posted that last night and same result. I tried new ram in it today, and it didn't work. I've decided to get a new board/cpu at this point. I'm also going to order a new bios chip to see if that resolves it. If it does i'll probably just sell it on ebay or return the new stuff i buy.
