Installers takes ages to open.

Well about a month ago i did a refresh of my PC because I got a virus. But since this week I saw installers and even stuff like a 1KB batch file takes an hour to open up. Why could this be?

Let me clarify; For example when I wanted to install Google Chrome, I downloaded the Installer(Launcher I guess) for chrome. Then when I clicked on it it took about half an hour to open up and ask me for admin permissions. At first I thought it was maybe just with chrome but I tried another program for instance the setup for FarCry 5. It was the same story again, it took ages to open up. The problem only recently popped up.
PSU: Corsair RM750X
Mobo: Gigabyte Z97X Gaming 5 rev. 1
RAM: 12GB HyperX Fury DDR3 1600Mhz (My 4th Slot does not work so its 3x4GB)
CPU: i5 4690k -No overclock
GPU: GTX 1060 6GB MSI GamingX
