If your system can be powered on a good quality 450W PSU and you don't mind going down to a 2700 then you can get everything almost right within your budget.

What do you consider cheap? For Ryzen you'll want to pair that CPU with 2666mhz or faster as Ryzen performs better with it.

This memory should work however you may want to double check the compatibility with your motherboard manufacturers site.

The difference between the 2700 & 2700X is pretty minimal.

Just one question. Why would you get the best 8 core CPU amd makes and cripple it with only 8gb of ram? I've got a ryzen 1600, and I'd love to upgrade from 8gb to 16. More games are starting to get to where they are pushing up against that 8gb, so might be something to consider. What are you doing with the PC? If only gaming, consider the 2600x to save a little cash.
