Your PSU is one of the most important, if not the most, components of the PC. NEVER skimp on it unless your system is very low wattage and it won't matter.

For Gaming, Recording and Streaming at same time it will struggle, even for only gaming and streaming at same time. Recording and Gaming will be okay.

8 GB of RAM needs to be dual channel and needs to be faster as that goes well with Ryzen.

PSU definitely needs to be better.

Go for a 1600 at min (it wont be that great either) if you want to game and stream. 1700 would be decent.

No SSD?

Yeah no ssd as i'm struggling to not break the budget as it is, correction for the ram it's 16 gb not 8.
i would mainly do recording in 60 fps. But i'm intrested in what will happen if i only decided to stream in 720p 60 fps, only stream not record.

Even if you decide to stream at 720p60, it will be not good. You can use the 1060 to encode while streaming, but FPS will take a hit. If you can go 5 1600, it should elevate a bit.
