I currently use a Dell Optiplex 9020 and I have been looking to upgrade it with a graphics since my PC plays on intergrated graphics. I also do not know any power supply that can fit inside the case. the current PSU is a 255W 80+ Bronze, and I am sure that a graphics card like a GTX 970, 1060 and a 1070 (My preference) won't work with a 255W PSU.

That is the PC I use

Solution
that is not an ITX case that is a SFF case (slim factor from)
your looking for a half height card, (also called slim) like a GT720/730, or a GT 1030
there are no half height GTX 970,1060 or 1070 that I am aware of, but I could be wrong.

my suggestion:
find a used 9020 case in the MINI tower format and transfer your hardware inside it, then you can use full height video card and upgrade the power supply to a standard ATX 550W and be done with your issues.

Your options will improve greatly with the tower version. Aftermarket PSUs and full height video cards. The most you can do with that PSU is a GTX1050Ti low profile. That does require an 8 pin, MB power connector instead of the standard 24 pin. There are adapters. The big issue is to not connect the aftermarket 4+4 pin CPU power cable there!

Here are some builds on that system. it has good potential.

There was a more powerful SFF called the XE2. It has a 315W SFF PSU with an added 6 pin PCIe cable. The only PSU connectors I see are the 8 pin MB power, and the 4 pin CPU plus the 6 pin PCIe. No SATA drive power from the PSU. If this matches your system you could be in luck.

If you look at the image of the PSU label here.

You can see they've added an 11A. 12 V. rail (132W.) for the CPU cable.
You could probably use a 6-8 pin adapter there as long as you don't draw the full 150W from it. But a 175-190W GPU should be possible.
Finding a low profile card is up to you.
