Please Help Booting My Broken PC

I downloaded the Windows 10 media creation tool,onto a usb, so I could replace a windows 7 computer (that was canceled during factory reset and no longer boots). Whenever I boot from the USB the 4 blue squares of the windows 10 boot screen pop up but the spinning circle doesn't. I was wondering if anyone had any ideas. The pc still realizes there's Windows 7 downloaded it just won't boot with the USB or the Windows 7 that was deleted when i canceled the factory reset. Please, any ideas are accepted

if you dont need any of the files plug the hard drive into another pc and use disk managment to wipe it. then use dispart tools to clean the mbr. or make a bootable linus usb stick and use the disk tools on the bootable usb stick to wipe the old hard drive.

I dont have another desktop to wipe the hard drive. I only have a laptop. Is there any other way?
