I have been looking into upgrading my graphics card and was looking at a Vega 64 because I really liked my rx580 but I noticed the peak oc mode on the Vega was around 1500mhz but for about the same price the gtx1080 peaks around 1800mhz am I missing something or is the gtx the better option for the money

The 2 clock speeds are not comparable so don't base your decision on that. Look at gaming benchmarks, price and availability. I've upgraded from an r9 fury to a 1080 and its a fast, quiet and extremely power efficient card. Amd's vega range is good but not that great but it may change further down the line as drivers further mature. As of right now though I'd have to recommend the 1080.
