I have no idea what you mean by "jumpstart" in reference to a motherboard.
The motherboard will only boot up after the power cables are connected (and powered on at the power supply) and press the system power button on the case or on the motherboard. Alternately you can short across the power button pins on the front panel connector on the motherboard (if you are testing the components outside of the case).
I would check all of the power connectors (CPU power, 24-pin, PCIE, and SATA).
