CPU Is getting hot while idling

Hello, everything has been running perfectly fine for months now ( 35 - 40C) while idle. I turned my computer off last night when I went to sleep and when I turned it on this morning, it's stayed at 75 - 78c without dropping It's also constantly at 2% - 10% load.

I've checked to make sure all fans are running, they are.

I've applied new thermal paste less than a year ago

I haven't downloaded or installed anything in about a month

Event Viewer is showing an error "ID 7000 which is The atidgllk service failed to start due to the following error:
The system cannot find the file specified." I've looked it up, and some people are saying "That indicates a 32 bit driver on a 64 bit system in some instances. Did you perhaps install the 32-bit version of your GPU drivers?" Which is not the case.

AMD OverDrive is showing -8.5c Thermal Margin

I'm really not sure what to do at this point. Everything is looking fine so I'm at a loss on ideas.

That is strange, I don't know why the heatsink would mess up overnight. But I'll check it out. When I check Task Manager, the highest load on my CPU is task manager itself using between 0.5 - 1.5%

As it really is idling, it must be something with the cooling. Does the CPU fan increase speed with temp?

No, the fan does not increase the speed with the temp. I forgot to mention, I do have a water cooler on it.



I forgot to mention, I do have a water cooler on it. The fan is going, and when I hold the hoses, I can feel the water going through it, what else could indicate that it failed? Besides the temp of course

Electronics.... It's a love-hate relationship. Makes no sense at all sometimes.

I went into my BIOS to check what the temp/fan speed is because I trust BIOS more than any application you can download. And that... fixed my problems? As you can see here: http://prntscr.com/jyk9lu

The temp immediately went to 77c but then started going down and down. About 10 minutes later it was around 38c. Fan speed is at a good rpm for me.

AMD OverDrive is now saying 50c Themral Margin, and CAM is saying 25c and Speccy is saying it's 21c.

I'm not sure if this will be seen, but I'm getting frustrated right now at my computer. A couple days ago it's been just turning off by itself with no BSOD and not me hitting the on/off button. Turns out I was getting Event ID 41. Which means it's not getting enough power. Was told it might be my PSU. I figured it was time to get a new one anyways, so I put a brand new PSU in my case and cleaned all the dust out of there as well. While I was at it, I just replaced my thermal paste as well. I did the pea size for my paste, placed the cooler on and tightened it down. I'm positive I didn't add too much or too little. My CPU temp is jumping around from 55c to 80c. It's really frustrating, I don't know what to do.

CPU - AMD FX-8370
Cooler - Liqmax II 120s

How can I tell if I need a new CPU cooler? The fan is running and I can feel the liquid moving when I touch both tubes.

My CPU load also jumps from 5% all the way to 64% and all I have running is Chrome with two tabs and speccy.
