Installing new mobo drives with no cd

I build a new pc with no optical drive.i did a fresh win7 install by a bootable USB with no problem on it and windows works fine.then I had to install drivers for audio and lan.i downloaded drivers my driver's from my laptop but the new pc does not recognize my USB in windows.mouse and keyboard works fine.bios detects it and I used it to do another fresh windows install just in case but it still it won't work in windows.
Legacy USB support is on.usb controller is on.there is something called xhci hand-off and it's off.

What should I do?

Update:here's an easy solution

I just made a bootable USB again.placed the downloaded driver in it.in windows install screen I choosed file explorer and moved drivers to hdd. And vola!it's done

List your specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:

The best possible option is to have the HDD connected to another functioning system and download the drivers to the HDD. Or at the very least copy the drivers from the pen drive over to the HDD(after connecting it to the functioning system). I had this issue on a Kabylake build and I had to resort to using older chipset/USB drivers that were previously found on the HDD, this allowed me to use older but basic drivers to gain USB functionality.

Since you're working with a clean HDD, I'd suggest the method to connect to another system.

So Everytime I do a fresh os install I have to do this?my old Mobo didn't have this problem.somehow drivers were already installed and recognized

Guessing this scenario

Did you create usb bootable stick with win7 + usb3 drivers?

There are usb 2 ports (black). Wondering if you did create usb this way and continued to use the blue usb 3 ports? Once Windows is installed using built-in usb 3 drivers, you'll still need to install usb3 drivers for normal operations.

So have you tried black usb2 ports?

Yes I tried every USB in back and front

Good news is that I finally solved it without tinkering with HDD again.

I just made a bootable USB again.placed the downloaded driver in it.in windows install screen I choosed file explorer and moved drivers to hdd. And vola!it's done
