do you recommend upgrading my pc, building a new pc, or buying a pc?

my goal is to play any game that will come out in the near future without "lag" on high settings.
i want 1080p and 60hz+
my current pc has:
intel i5-3570K CPU @ 3.4 GHz
GeForce GTX 1060 6GB
8 GB ram
200 GB SSD and 1 TB HD
Motherboard is ASUS P8Z77-V LK

if i should upgrade, build a new pc, or buy a pc, what should i buy specifically?

Building would always be my suggestion since the experience is self satisfying. you also get to learn some great things. often times prebuilt's can and will cut corners to make a profit. Not the case when you build it yourself. I would suggest you invest in a new CPU, motherboard and ram. The PSU's age, quality, make and model hasn't been mentioned but I'm guessing that would also need a change.

thanks! i'm more concerned with price though. which CPU, motherboard, ram, and PSU would you recommend buying? in what order should i upgrade them? i can only save about $200-300 per paycheck every 2 weeks.

Has to be done cpu, mainboard, and ram all together using either AMD or Intel.

Since you want to game
I7 8700K
Hyper 212 LED
Z370 motherboard
2666 ddr4 dual channel 16GB or faster 3200
evga supernova 650W 80+ gold PSU

Reuse the case, ssd, and hdd, and the 1060 until the next generation comes out. save save save, I fear the cryptomining has destroyed the price structure and new cards will certainly be inflated.
 
You won't notice a huge difference at all if you upgrade any of your computer.
Buy the 1080ti or whatever it is you want
Then try the games out on that. You will save a fortune as you will notice they won't be a lot faster than buying a complete new system. Although if you do want an option for an upgrade. I recommend you go for a secondhand i7 4790k - 4c/8t still matches close to the 8700k in gaming.

4th gen will need a motherboard also 1151 z87/z97, it will not drop into the current system 1155 z77

I still think buying a GPU now is terrible, 10 series is 2 years old and over the release prices. It is better to save and buy the next generation speculated to arrive july/august

The I7-4790K will not work in your Z77, you need a Z87 or Z97 motherboard in addition, but you get to reuse the DDR3

I7-3770K is the drop in for your PC

1156 is first gen (mainstream)
1155 is second and third gen
1150 is 4th and would have been 5th gen (only two 5 series cpu for Z97)
1151 is 6th and 7th gen (switch to DDR4)
1151 v2 is 8th gen (current)
