Gigabyte GTX 1070 windforce 8GB severe frame drops and stuttering

Seems like it has been a common problem but can't seem to find the right answer. I've tried uninstalling all drivers and reinstalling a fresh batch, still having the issue. The computer is a little over a year old so I blew out the entire thing, wasn't very dusty at all, i keep things pretty clean. Tried turning on v-sync, adaptive, and off... Nothing changed. I've been running 1x 4K 27" monitor and 1x 1080p monitor at 60hz each. CPU and GPU aren't going any higher than 50% load, and regardless of the game I'm not getting any more than 30-40 fps. Even a game like Rocket League I'm getting 35 fps at best in the menu and as soon as I get in game it drops into the 10-15 fps range.

On top of that, the screen stutters every second and a half in all games played.

4k Monitor: LG 27"
1080 Monitor: hp 22"
Internet: Xfinity 1GB with a linksys ac4000. Not surprising to hear I'm only getting 100-150mb down and 10-15mb up, but that should be more than enough to game on.
