Hardware acting strange/no posting

So my computer had a bit of problems recently,around 25 of july i sent my ryzen back to amd has it was faulty,i never noticed that,and in the meantime i decided to take out my motherboard and put in my old AM3 setup,lower wattage as it was an athlon cpu,but the PSU was on its last legs,and it started smoking,then i scrapped the psu and got a new one an seasonic M12ii EVO 520w MODULAR,i heard they were good,btw,my graphics card went to warranty aswell(lmao what a bad luck right),i replaced it for a mini itx zotac 1060 6gb,now the RMA cpu that amd sent me got here and i proceded to mount the whole system, i checked if everything is connected double times,and it was,i powered it on,not signal,none,fans spinned,the psu is brand new,it can't be the psu as it was working,but i got no damn signal,not even with other graphics card,i tried another psu that i had lying around with an GT 8500 on that very same system,nothing,i tried the psu on another system aswell sandy bridge mini itx based on a pentium,it worked before with the other power supply which is from dell and is rated up to 300w,it worked great with the iGpu,now i tried starting with the seasonic power supply,no luck,it didn't work,neither with the iGpu nor with the GTX 1060,
can someone help me figure out what the problem is before i loose my mind?

It sounds like you already figured it out. If your other systems are not booting with the new PSU, but they did with the older models, then you probably just got a psu that was DOA. I would RMA it if you can. It's probably supplying enough power for the peripherals, but not enough to boot the system.
 
Start with basics-make sure all your power connections are plugged in:motherboard, cpu (4+4 pin) and gpu. Try booting with just the mobo, cpu, 1 ram stick and the gpu and see if it gets to post. If not do you get any speaker beeping codes or EZ debug codes?

I don't have a speaker on the motherboard,its not exactly high end model ahahaha
but i tried 2 diferent psus on the motherboard with the ryzen,and it still didn't boot with neither
im really concerned that the cpu is f'ed aswell

UPDATE:

I re-tested the power supply on another system that was certainly working,and the power supply was working fine,i guess it just might be the cpu or the motherboard or even the ram,i will try to get hold off another system to try it
