GPU usage randomly drops

My Specs:
Gpu: Msi 1070Ti Titanium (always remained at 1607mhz while gaming)
Cpu: i5 7600
Motherboard: Msi b250m gaming pro
Ram: 8gb
Psu: Corsair TXM 550w

Its been nearly 3 weeks since I bought my new msi 1070ti titanium. I just can't anymore, im getting fps drops when the gpu usage just randomly drops while gaming and the gpu usage goes from 90-99% to 60-89%. I have V-sync off in NCP, Vsync off in game, set my gpu to max performance NCP, went to power options and set "link power management state" to off. I've done everything I can to make sure nothing is holding my gpu back. I even went as far as re-installing windows, uninstalling drivers with DDU. I checked my temps while gaming, cpu never went past 55C and gpu never went over 67C. I have tried everything. Nothing has worked, I just can't seem to find a fix its kinda depressing. If anyone has fixed this or think they can PLEASE reply asap.

I just realized something, after checking everything again I looked at my gpu memory clock and the max it was running was 2.5ghz! I checked up my gpus default mermory clock and its supposed to be 4007mhz! I checked the internet on how to fix this and I find nothing. Do you know what I can do? (RMA is my absolute last resort)

Yes, I can show you what I see if you tell me how to add a picture. I tested my gpu in a few games and same results. fps drops and gpu memory clock is fluctuating between 2-2.5ghz.

How long does a RMA take on average? And how would I go about doing it? I've never RMAed a gpu before.

I'd probably just return the card for a full refund and pick a different card.

Ok, so I RMA'ed the gpu. Now I have another problem. My old gpu (which was working fine before installing new gpu) is not not loading. by that i mean the gpu load and usage is at 0%. I used DDU again to uninstall all nvidia drivers before install my old gpu. So what do I do I cant fix this, please help.

Update: Fixed issue, i tried to run Heaven benchmark but was missing msvcr.100dll. installed only 64x version but didnt work. installed both 64x and 86x versions now my gpu usage is always 90-100% (mainly 99%) no fps drops. You were right it was the gpu (1070 ti). Good thing I RMA it, I thought it was my psu or motherboard but that wasn't the case. I thought it was my psu because I upgraded both my psu and gpu (the previous psu was a 430w certified psu by evga).

Did you end up getting another 1070ti or did you switch to the 1080?
