PC exhaust fans aren't spinning

Is it normal for my pc's exhaust fans to not be spinning but my intake fans to be? My pc isn't hot as my H80iv2 cooler is keeping it cool but I thought at least one would be running as surely if only the intake fans aren't spinning hot air will build in my tower?

Every fan should be spinning inside the PC unless they have temp limits startups like newer GPU fans (starts spinning above 55c) which I doubt case fans have.

Try using a different header on the motherboard or connect directly to the PSU. If it doesn't work, there's a chance that the fan broke.
