2.6GHz shuts down in freq. over 1.6GHz

When I set CPU frequency over 120 in BIOS settings (default is 200) PC shuts down randomly.
So I end up using a 2.6 GHz cpu in 1.6 GHz frequency.

System:

Pentium Dual Core E5300 @2.60GHz 1.6GHz
2 GB Ram
G31D-M7 Biostar motherboard
HD 3450 GPU
350 W Everest EPS-4900B PSU
160 GB HDD 7200 RPM

Temps are fine but I'm suspecting the psu here being the problem. It's a junk psu from a long time ago so it failing isn't too suprising.

Opposite, I am lowering CPU frequency. Any frequency over 1.6 GHz causes system to shutdown. 2.6GHz is default frequency and was working fine years ago.

I think it is about psu too but they say everest is quality psu?
Couldn't it be about motherboard, it is fairly old and faulting. Can it be about capacitors?
